The National Organization of Black Law Enforcement Executives (NOBLE) prepared Management Audit of the BART Police Department in 2019.

Center for Policing Equity Report
The Center for Policing Equity (CPE) partnered with BART PD to analyze the department’s policing practices between January 2012 and December 2017. Their report is based on data voluntarily contributed by BART PD to CPE’s National Justice Database and includes six recommendations, which are being implemented by BART PD.

Prohibition Order Reports
BART annually presents a report to the California legislature on our prohibition order program, authorized by Assembly Bill 716 and Assembly Bill 730.
These reports have been adopted by the Transit Security Advisory Committee (TSAC), the citizen and community oversight committee that works to ensure that AB 716 and AB 730 are implemented as the legislature intended.

Ambassador Pilot Project Executive Summary
In October 2020, BART's Chief of Police issued an Executive Summary of the Ambassador Pilot Project.
Progressive Policing Stakeholder Outreach Report
On June 25, 2020 the BART Board of Directors approved the following amendment to the FY21 budget resolution:
BE IT FURTHER RESOLVED THAT through the 2020-2021 budget, the District commits to undertake a rigorous stakeholder process on new approaches that emphasize responding to homelessness, behavioral health and substance use without relying on armed police. This effort answers public calls to dramatically change how BART addresses these societal problems in our system. The Board and the General Manager will jointly lead this effort to develop recommendations for staffing and funding services that do not require sworn personnel.
On January 14, 2021 the Board was presented with the results of the stakeholder outreach process, recommendations and BART's response. The action plan calls for the implementation of crisis intervention teams, the development of a districtwide homelessness action plan, and a redeployment strategy to place more officers onboard trains. The plan is based on extensive stakeholder engagement that took place in 2020 and included public meetings in all nine BART districts.
